Samdech Thipadei and His Excellency Ilham Aliyev, President of the Republic of Azerbaijan, presided over a document exchange ceremony for three instruments, as follows:
1. Framework Agreement on Trade and Economic Cooperation between the Royal Government of the Kingdom of Cambodia and the Government of the Republic of Azerbaijan.
2. Memorandum of Understanding on Cooperation between the National Institute of Diplomacy and International Relations of the Ministry of Foreign Affairs and International Cooperation of the Kingdom of Cambodia and ADA University under the Ministry of Foreign Affairs of the Republic of Azerbaijan.
3. Agreement between the Royal Government of the Kingdom of Cambodia and the Government of the Republic of Azerbaijan for the Elimination of Double Taxation with respect to Taxes on Income and the Prevention of Tax Evasion, as well as the Abuse of Tax Benefits.
The signing of these documents took place on the morning of October 12, 2026, on the sidelines of a bilateral meeting between Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, and His Excellency Ilham Aliyev, President of the Republic of Azerbaijan, during his October 11–15, 2026 trip to Baku, capital of the Republic of Azerbaijan, for an official visit and to attend the 7th Summit of the Conference on Interaction and Confidence-Building Measures in Asia (CICA).
