Sihanoukville’s new container terminal: plans in two 2026 reports
A dated record of March progress and September phase plans, preserving the sources’ different first-phase completion dates.
First-phase progress at the end of March
The report published on 1 April 2026 cites the March progress and construction-safety meeting: approximately 64.53% of first-phase work on the new deep-water container terminal had been completed by the end of March, with completion scheduled for 2028. The article associates approximately US$750 million with three phases of deep-water-port development; that amount is not presented here as the cost of phase one alone.
Dimensions and phase plans reported on 17 September
The 17 September report on the PAS–FASMEC MOU lists a different terminal schedule: phase one, 350 metres long and 14.5 metres deep, due in March 2027; phase two, 400 metres and 16.5 metres, expected to start at the end of 2026; phase three, 430 metres and 17.5 metres, expected to start in early 2027 within a stated 2027–2030 period. These are the plans reported on that date.
The two schedules require further clarification
The sources give 2028 and March 2027 respectively for what each calls the first phase. They do not supply enough evidence to establish a scope difference, the date of a formal schedule revision or actual completion. This page preserves both attributions, assumes neither supersedes the other and confirms no current deadline. It uses editions read on 28 October 2026.
