The Cambodian government has invested approximately US$750 million to develop Preah Sihanouk’s deep-water port in three phases to meet growing sea-freight and trade demand.
By the end of March 2026, construction of the new deep-water container terminal’s first phase had reached approximately 64.53% of the planned work, according to the March progress and construction-safety meeting. Thy Sakun, Deputy Director General in charge of technical matters, participated with construction company TOA Corporation. Completion is scheduled for 2028.
The head of government has previously described investment in Sihanoukville Autonomous Port as a strategy of using money to generate money. The three phases of new container-terminal development are intended to turn it into a major international hub port, allowing large container vessels from around the world to berth without water-depth constraints.
