As of November 21, floodwater in the Pursat River had receded only very slightly and was spreading across surrounding lowlands, potentially worsening its impact on several towns and districts in Pursat province. Provincial authorities were rescuing residents and moving them to safe higher ground while identifying areas affected by the rain-induced floods, according to a post on the provincial administration's official Facebook page that morning. Pursat Governor KHOY Rida was actively leading joint forces in direct emergency operations to respond to river flooding caused by torrential rain from 2 a.m. on November 19 through the morning of November 21, 2025.
The governor also continued to lead working groups and technical officials by boat to inspect conditions, speak with residents and assess the impact of flooding in the town. He urged residents to remain highly vigilant, especially against snakes and other hazards. The Pursat provincial administration also temporarily suspended all heavy-vehicle traffic within the town to prevent further damage to affected roads, protect lives and property, and prevent accidents.
