Summary

Chhay Sinarith and the FBI's Scott Schelble met on February 4 to discuss enforcement cooperation, criminal networks and funding, capacity-building and next steps in their partnership.

On the afternoon of February 4, 2026, Senior Minister in Charge of Special Missions Chhay Sinarith, head of the secretariat of the Commission for Combating Technology-Based Scams, received Scott Schelble, deputy assistant director of the FBI's International Operations Division, and colleagues for a courtesy call and working discussion.

Chhay Sinarith highly valued the strong and significant cooperation between Cambodia and the United States, particularly in security and combating transnational crime. He regarded the meeting as an important platform for sharing experience, exchanging views and coordinating strategies to improve the effectiveness of action against technology-enabled fraud.

He stressed that, under the commission mechanism chaired by the prime minister, the Cambodian government's efforts to suppress and clear technology-based scams had continued to produce concrete, fruitful results despite security challenges along the Cambodia–Thailand border. The government had demonstrated a firm position by applying the strictest specialist and legal measures to end these scams.

Through the commission, Cambodian authorities would continue strengthening cooperation with international partners in bilateral and multilateral frameworks to investigate the roots of criminal networks and related sources of funding.

In response, Schelble praised and thanked the Cambodian government and authorities for their close attention and active measures against online scams, which he said had produced many concrete results under the commission mechanism.

He said technology-enabled fraud was a complex global problem faced by many countries, not Cambodia alone. He stressed that the commission's results and actions clearly showed Cambodia was not a refuge or base for technology-scam criminal networks, and that fighting these offences required close cooperation from bilateral and multilateral partners.

He expressed a clear willingness to continue and strengthen cooperation between the FBI and the commission to make it more effective and specific.

Before the meeting ended, the two sides discussed and exchanged views on the next steps in continuing cooperation between the commission and FBI, including capacity-building and strengthening their strategic partnership against technology-enabled fraud. By: KPS99TV
