At talks on February 6, Cambodian Senate President Hun Sen, acting as Head of State in the King's name, and To Lam, General Secretary of the Communist Party of Vietnam Central Committee, committed to respecting all existing border agreements, including the 1982 agreement on historical waters while maritime delimitation remains pending.
Their joint statement set out the two sides' maritime positions and praised cooperation by the Cambodia-Vietnam and Vietnam-Cambodia Joint Border Committees on the roughly 16 percent of the land border still awaiting demarcation. Priority would be given to the six percent involving land exchanges, in accordance with all border treaties signed by the two countries, with the aim of building a border of peace, stability and development.
The two sides agreed to accelerate preparations, negotiations and the signing of an agreement on land border checkpoint management and an agreement on land border management, which would eventually replace the 1983 agreement on the border regime.
