Summary

The report recounts an EU ambassador and UNICEF visit to a displacement centre and Cambodia’s calls for safe, dignified returns and children’s access to schooling.

People displaced by fighting who remain in safety centres and cannot yet return home because barbed-wire barriers and shipping containers obstruct movement have received close attention from Cambodia's Royal Government. Diplomatic missions, international organisations and foreign media have also taken an interest, visiting to assess conditions, meet the people and offer material and moral support.

Cambodian government spokesperson Pen Bona made the statement in an update on developments along the Cambodia–Thailand border at the Office of the Council of Ministers on the morning of February 11, 2026.

Over the preceding weekend, the European Union ambassador and UNICEF representatives visited a displacement centre in Banteay Meanchey province to assess conditions and express concern for affected residents. The ambassador said displaced people were not alone and that the EU would continue to stand with and support them.

The presence of diplomatic missions accredited to Cambodia, international organisation representatives, foreign journalists and the ASEAN Observer Team (AOT), who visited border areas and examined the obstacles preventing people from returning home, provided the international community with information about actual conditions along the Cambodia–Thailand border.

The Cambodian government recalled that, since tensions arose in July 2025, friendly countries in the region and internationally had supported Cambodia in seeking a peaceful solution. The ceasefires of July 28 and December 27, 2025, and the Joint Declaration on the Cambodia–Thailand peace agreement dated October 26, 2025, resulted from the efforts of Cambodian leaders with support from the United States, China and Malaysia as the then ASEAN chair.

At the ASEAN Foreign Ministers' Retreat in the Philippines on January 29, 2026, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation Prak Sokhonn briefed ASEAN counterparts on challenges that remained despite positive progress after the ceasefire. These included obstacles to residents returning home safely and with dignity and the effects on children's right to return to school.

The Philippines, as ASEAN chair in 2026, confirmed continued monitoring and coordination to ensure full and effective implementation of the Joint Declaration and had taken over the chairmanship of the ASEAN Observer Team (AOT) from Malaysia.

The government spokesperson reaffirmed Cambodia's firm stance on protecting sovereignty and territorial integrity in accordance with international law, the principle of Uti Possidetis Juris and relevant legal documents. Cambodia categorically rejects any change to borders brought about by the use of force.
