Summary

A February 19 meeting discussed rubbish and sanitation at Techo Square or Dragon Tail, including proposed lighting, cameras and changes to the location of some events.

Public order and waste management are complex issues requiring joint action. The source describes some residents and traders littering and relieving themselves indiscriminately during events and exhibitions in Preah Sihanouk, particularly at Techo Square or Dragon Tail, causing odours and affecting order and the cityscape. Governor Mang Sineth instructed Deputy Governor Long Dimanche and Sihanoukville Mayor Sar Kakada to address these problems promptly to preserve the city's appearance and environmental hygiene.

At a February 19 meeting on arrangements for concerts, product exhibitions and entertainment programmes in the province for 2026, Long Dimanche told the governor that he routinely required applicant companies to provide their own security personnel to patrol, reinforce security and order, and particularly monitor waste disposal and environmental hygiene.

Long Dimanche explained that stricter implementation by the organising companies could improve sanitation, alongside residents and traders properly bagging and placing their rubbish. He said patrols and reminders to traders could help ease the problem.

On indiscriminate urination or defecation, the deputy governor criticised the behaviour of some residents who relieved themselves in gaps between rocks in the public area at Techo Square, creating foul smells and harming environmental hygiene.

Mayor Sar Kakada said he planned to ask the governor for lighting and security cameras at Techo Square or Dragon Tail to monitor activity and deter littering and indiscriminate urination or defecation. He also proposed moving some events away from Techo Square, especially during major holidays such as Khmer New Year, when many tourists want photographs of the sea and high-rise buildings that exhibitions and concerts obstruct. He said the proposal responded to residents' requests to retain the attractive setting for visitors' photographs.

The source notes that Preah Sihanouk province had agreed to a total of eight events throughout 2026, including concerts, product exhibitions and other entertainment programmes to offer domestic and international tourists enjoyable and varied experiences.
