Cambodia’s top diplomat Prak Sokhonn addressed the high-level meeting of the UN Human Rights Council’s 61st session in Geneva on February 24. He alleged that Thai military actions included incursions deep into Cambodia, preventing civilians from returning home, forcibly displacing residents, destroying houses and deploying barbed wire and shipping containers.
Prak Sokhonn said Thai troops were positioned beyond Thailand’s own claimed boundary line, deep inside Cambodian territory, while the second ceasefire reached in late 2025 remained fragile. He said these actions raised grave concerns about violations of international human rights law, including the rights to life, personal security, freedom of movement, adequate housing, and cultural and religious freedom.
He said Cambodia called for full and good-faith implementation of all existing agreements and the withdrawal of Thai forces from Cambodian territory. He described their continued presence as a major obstacle to civilians’ safe and dignified return home, and called for peaceful resolution of the dispute.
