Summary

Ban Srey Mom called for document checks and reporting within 24 hours at a March 10 meeting, warning of penalties for intentional concealment.

Pailin Governor Ban Srey Mom called on operators of collective accommodation, hotels, guesthouses and enterprises to examine and request proof of lawful residence before allowing foreign nationals to stay, in order to support security and lawful management.

She made the remarks on March 10, 2026, while presiding over a meeting to disseminate the government sub-decree on security and safety management at collective accommodation sites. Hotel, guesthouse and enterprise operators and accommodation managers from the province attended.

She asked operators to cooperate with local authorities and report foreign nationals’ temporary stays within no more than 24 hours to commune or sangkat administrative police posts or competent police officers.

The governor reiterated that operators must check documents establishing foreigners’ lawful residence in Cambodia before admitting them and must not accommodate people who entered illegally.

She said operators or managers who intentionally concealed or allowed accommodation for foreigners who entered the country illegally would face statutory fines, without prejudice to any criminal liability applicable under existing law.

The measures are intended to improve security, safety and public-order management at collective accommodation sites in Pailin.
