Summary

The March 10 meeting requested staff and guest details from casinos, hotels and condominiums and stressed foreigner registration and legal duties.

On the afternoon of March 10, 2026, Preah Sihanouk’s administration urgently convened representatives of 51 casinos, hotels and condominiums to declare and identify Cambodian and foreign staff numbers and identities, as part of managing foreigners’ identities and eliminating online scams.

Deputy Governor Min Kompheak chaired the meeting one day after police raided a suspected concealed technology-scam site in Kampong Som city, detaining 77 foreigners and seizing 77 computers and some phones.

Min Kompheak said Cambodia and Preah Sihanouk were tightening inspections of casinos, hotels and condominiums. He said collecting Cambodian and foreign staff and guest numbers and identities was not intended to pressure them, but to identify foreigners because some without proper documents were linked to technology-scam crimes. He requested prompt documentation and warned that owners could face penalties under government Sub-Decree No. 03 if inspections found foreigners residing or working unlawfully.

A provincial police representative urged operators of collective accommodation to connect properly to FPCS for data entry and foreigner management, warning of a four-million-riel fine per foreigner where unconnected premises were found housing foreigners without proper documents. Article 20 of the sub-decree sets that per-foreigner fine for owners or managers who intentionally conceal and allow foreigners who entered Cambodia illegally to reside at premises under their responsibility, without prejudice to other criminal liability.
