Summary

Police in Zichang identified a wanted scam suspect during a migrant-worker check on March 9. Police say he had worked in security at a Cambodian compound; the case was transferred for further handling.

Police in Shaanxi recently arrested a fugitive who had allegedly been active at a Cambodian telecom-scam compound. The man reportedly served as its “security chief”, returned to China after authorities cracked down on the site, and worked at coal mines around northern Shaanxi to conceal his whereabouts.

On March 9, officers from Anding Police Station of the Zichang Municipal Public Security Bureau were checking non-local workers at businesses when they noticed a man with an out-of-town accent acting suspiciously. He said he was an apprentice learning welding from a master, but could not produce valid identification and appeared nervous and inconsistent during questioning.

Officers completed initial registration without alerting him to their suspicions, called reinforcements and took him to the police station for further investigation. Information checks identified him as Li, a pseudonym used in the report, who was wanted by Xi’an police in a suspected fraud case.

Police said Li had worked as a guard and security worker at a Cambodian telecom-scam compound, assisting the scam group. After Chinese and Cambodian authorities cracked down on the site, he fled to China and worked under a concealed identity at coal mines in northern Shaanxi. Police said he admitted involvement in overseas scam-related activities after being detained. The case was transferred to the relevant investigating unit for further handling.
