According to the original report, Phnom Penh authorities conducted an operation targeting suspected online fraud and drug trafficking at the Zhuoyufeng condominium in Khan Meanchey on the morning of April 21, 2026. The Secretariat of the Commission for Combating Online Scams (CCOS) said the operation was ordered by Phnom Penh Governor Khuong Sreng and Lieutenant General Chuon Narin, deputy national police chief and Phnom Penh police chief, with relevant unified-command forces participating.

The CCOS account said 55 foreign nationals of seven nationalities were detained. Of these, 44 were found without valid passports or with expired visas, while 11 Vietnamese nationals, including three women, were alleged to be involved in online fraud. It also said police seized 14 laptops, six mobile phones and roughly 10 kilograms of mixed narcotics.

Preliminary investigations described in the account indicated that the group allegedly used promises of high returns to induce victims in Vietnam to deposit money on a fake shopping website for purported VIP membership. CCOS said at the time that the detainees and evidence had been transferred to Phnom Penh Municipal Police Headquarters for further legal proceedings.
