On the morning of May 21, 2026, Cambodian Prime Minister Hun Manet said at the inauguration of the new General Department of Taxation (GDT) headquarters that stronger domestic resource mobilisation was needed to support sustainable development and reduce reliance on foreign assistance.
Hun Manet called on local authorities, relevant departments and the courts to cooperate with the GDT in carrying out its duties under the law and improving revenue collection.
He called for fair, transparent tax administration and a shared understanding of the rights and responsibilities of taxpayers and tax officials. He described dialogue and flexibility to help people adjust to the tax system as transitional arrangements, with the aim of reaching a common understanding of rules, obligations and responsibilities.
He said a clear, stable and predictable tax system would help improve the investment climate, make services more efficient for businesses and citizens, and ensure fair competition.
Deputy Prime Minister and Minister of Economy and Finance Aun Pornmoniroth said revenue collected by the GDT rose from about US$738 million in 2012 to US$3.577 billion in 2025. This was an increase of about 385 percent over 13 years, bringing the total to approximately 4.85 times its 2012 level.
The government’s combined tax and customs revenue target for 2026 was about US$6.3 billion, including approximately US$3.3 billion to be collected by the GDT. The US$6.3 billion figure is the combined target for those two revenue streams, rather than total government revenue.
