Residents strongly objected to alleged filling and private appropriation of protected ព្រែកត្នោត river-margin land in front of រលាំងជ្រៃ sluice gate, អន្លង់ធម្ម village, តាំងក្រូច commune, សំរោងទង district, Kampong Speu. According to a provincial water-resources letter to Governor ជាម ច័ន្ទសោភ័ណ, land belonging to សុខ វណ្ណា had been filled 4,746 square metres into the river without permission from local authorities or relevant specialist bodies.
Nearby residents said they did not know what power or influence enabled the owner to occupy state public property openly. They argued that ordinary residents carrying out such unlawful filling would already have been summoned or faced immediate action.
Minutes of a technical meeting signed by deputy district governor អ៊ុំ ដេត said specialist officials had inspected the site, checked the total area on the ownership plan and told the owner to stop encroaching on river-margin land. The report alleges that the owner nevertheless continued the same activity without fear of the law.
The provincial water-resources department formally wrote to Governor ជាម ច័ន្ទសោភ័ណ on May 12, 2026 seeking authorisation for legal measures, but the report says no response had been seen by publication.
The report quotes article 81 of the law on management, use and disposal of state property as providing two to five years’ imprisonment and a fine of 4 million to 10 million riel for unlawful occupation of state immovable property described in article 71.
