Phnom Penh: ប៉ែន បូណា, minister delegate attached to the prime minister and head of the Government Spokesperson Unit, together with the unit’s assistants, advisers and all civil servants, participated in the census campaign for officials of the Office of the Council of Ministers and its subordinate units, held at the office from July 6 to 9, 2026.
The government’s update of institutional structures and census of officials actually in post, coordinated by the Ministry of Civil Service, aims to obtain accurate, consistent and jointly usable data. The campaign implements public administration reform under the seventh legislature, led by Prime Minister Hun Manet, through three measures: competitive civil service recruitment based on merit, transparency, fairness, inclusion and efficiency; improving institutional quality and effectiveness through “putting the house in order” and “strengthening rather than expanding”; and improving personnel management in national ministries and executive institutions by updating structures and counting officials actually serving in them. This is intended to clarify structures and staffing, develop personnel management data systems and improve payroll efficiency, addressing actual recruitment needs for specific posts.
The Office of the Council of Ministers is the 13th institution where the census commission has been conducting an actual staff census, following the Ministry of Tourism.
