Several consecutive days of heavy rain caused a sharp rise in floodwater, submerging three bridges and some roads in Kampong Seila district, Preah Sihanouk province, on July 12, without causing harm to residents. The district administration stationed unified command personnel at the flooded locations to protect people travelling across those roads and bridges.
However, by 9 a.m. on July 13, 2026, floodwater in Kampong Seila had receded slightly, without inundating residents’ homes. National Road 4 was not flooded, and people could travel along it normally. Kampong Seila district governor ឆាយ សុគន្ធដា gave this information to KPS 99 television in Preah Sihanouk province. He cautioned that if heavy rain continued that day, July 13, floodwater could rise again and submerge bridges and roads once more.
Cambodia’s three regions—the plains, highlands and coastal areas—could continue to experience rain, thunderstorms and gusty winds covering 30–50% of their area from July 13 to 15, 2026. According to the Ministry of Water Resources and Meteorology, storm No. 9, Bavi (T2609), continued to influence the southwest monsoon blowing over the Bay of Bengal, the Andaman Sea, the South China Sea, the Mekong basin, Cambodian waters and Cambodia.
