On July 13, an inspection team from the environment ministry’s General Directorate of Environmental Protection, together with Phnom Penh’s environment department and relevant local agencies, conducted a targeted environmental enforcement inspection at FANG XING GARMENT CO., LTD. in 宋仁芷 2 commune, Meanchey district, Phnom Penh, Cambodia. Inspectors found several environmental offences and breaches at the company.
The inspection found that the company was unlawfully burning fabric scraps in a boiler without installing exhaust-gas purification facilities. Preliminary on-site monitoring showed that the concentration of emissions from the boiler chimney exceeded the statutory environmental emission standards, creating an air-pollution risk. Checks also established that the company had not signed the relevant environmental protection contract or legally obtained the required waste-discharge permit, leaving its environmental operating paperwork incomplete.
In response, enforcement agencies issued rectification requirements, ordering the company to immediately stop unlawfully burning fabric scraps in the boiler and to install an exhaust-gas purification system within a deadline in line with industry requirements, ensuring emissions consistently meet air-quality control standards. The company was also required to promptly prepare an environmental protection contract for review and filing by the competent authority and apply for the necessary waste-discharge permit to complete its environmental compliance procedures.
Under Articles 161, 173 and 668 of Cambodia’s Environment and Natural Resources Code and relevant provisions of Sub-Decree No. 42 on air-pollution control, enforcement agencies imposed administrative penalties on the company. They also required it to bear appropriate compensation responsibility for environmental damage and public-health impacts caused by the unlawful emissions, based on professional enforcement officers’ on-site findings and assessments.
The joint environmental enforcement operation cracked down on unlawful industrial emissions, deterred environmental offences and strengthened safeguards for the local ecological environment, air quality and residents’ health.
