Energy and petrochemical development
Explore coastal energy, petroleum downstream activities and the corresponding licensing channels.

Coastal energy and petrochemical planning reflects each province’s location and supporting services. Directions include energy and port-related services in Preah Sihanouk, clean energy in Koh Kong, and energy and port-linked industries in Kampot.
Distinguish services from energy projects
This sector covers different activities: industrial energy supply, storage and transport, port-related fuel services and renewables. Preah Sihanouk’s port and industrial demand, Koh Kong’s hydropower and wind directions, and Kampot’s port logistics and renewable potential imply different site and technical requirements.
How to read planned projects
LNG facilities, refining and petrochemicals, offshore wind, hydrogen and storage may appear in promotional material at study, concept or other implementation stages. Establish the project identity, sponsor, approvals and information date before checking land, grid connection and power-purchase or other offtake terms. A sector direction is not itself an offer to invest.
Technical and regulatory questions
Power projects require confirmation of the relevant energy permissions, grid connection and supply or sale arrangements. Oil, gas, fuel logistics and industrial facilities also involve land, environmental, safety and construction conditions. Industrial users should obtain written capacity, voltage, reliability, billing and backup terms. Sector admission and QIP eligibility are separate assessments.
Choose petroleum permissions by activity
The Ministry of Mines and Energy distinguishes filling stations, refining and petrochemical processing, and fuel storage. Processing activities involve a safety technical certificate and a processing licence; storage similarly involves a safety technical certificate and a storage licence. Relevant applications use the Ministry’s One Window Service Office (OWSO), while certain filling-station procedures go through municipal or provincial departments. Start with the procedure for the actual activity.
