Preah Sihanouk

Trade, logistics, industry and coastal tourism.

Preah Sihanouk port

Preah Sihanouk’s development directions centre on its role as an international gateway and a diversified industrial base, with priorities in port logistics, tourism, agro-processing and manufacturing.

Port, airport and inland connections

Preah Sihanouk’s connections centre on its seaport, international airport and the Phnom Penh–Sihanoukville Expressway. These serve different freight and passenger needs; a site assessment should also check the actual access road to port facilities, the airport and expressway interchanges. Implementation of the provincial Tourism Development Plan 2026–2030 was launched on 14 September 2026, covering tourism products, service quality, and coastal and island experiences.

From production to export

Food-related opportunities span sorting, processing, packaging and cold-chain links for rice, coconuts, cashews, fruit and aquatic products. Manufacturing directions include garments, electronics assembly and automotive components. Tourism covers island hospitality, food services, leisure activities and wellness. These require different operating conditions: a coastal location alone does not establish a site’s warehouse, power or wastewater capacity.

Separate the plan from operating facilities

The master plan’s near-term phase, 2025–2030, focuses on trade connections, logistics and tourism capacity, urban upgrading and industrial foundations. The 2030–2040 phase emphasises industrial upgrading and wider urban functions. Planned research, financial or energy facilities require their own approval and progress checks; inclusion in a plan does not establish operation or an investment offer.

Site and cost checks

Request written terms from the zone or site operator covering the leased area and term, rent and management fees, available power and upgrade charges, water and wastewater services, staffing and commuting, and port haulage and handling. Business registration and QIP eligibility are separate matters; confirm incentives for the specific project rather than treating a brochure as an approval.

Industrial-zone leads and historical cost information

The February2025 business guide identifies Sihanoukville Special Economic Zone (SSEZ) as a zone enquiry contact and includes a2024 cost survey covering land, factories, utilities, wastewater, labour and communications. Use the document guide to locate these chapters, then confirm available premises, services and current quotations with the zone. Planning and project-preparation enquiries can be directed to MPSEZ with the sector, site and investment needs.
