Using investment documents: editions, contents and form preparation

Choose among six resources, distinguish originals, historical handbooks and exports, and locate form fields and contents.

Business guide: navigate by question

The February 2025 bilingual Doing Business in Cambodia guide has 36 PDF pages. The English contents are on PDF page 3 and Chinese contents on page 4, covering registration, taxation, investment law, costs, customs and QIP import permits, and certificates of origin. Costs appear on English PDF page 19 (printed page 8) and cite a 2024 survey; they are not current quotations for every site.

The 2023 handbook and law briefing

The 90-page English handbook provides 2023 institutional and investment background. Recheck fees, contacts, tax rules and forms rather than assuming every page is invalid because of its age. The 12-page investment-law file is a briefing, not the full promulgated law, and a law date mentioned within it is not its publication date. Consult laws, implementing instruments and briefings for their respective purposes.

Read QIP fields and annexes first

The Khmer and English forms are editable DOCX copies retaining the source form. Prepare company and shareholder information, investment, site, products and capacity, staffing, energy and water, environmental details and equipment/input annexes. Do not fill blank decree references, dates or technical fields with an export date, guessed figures or another project’s example. Use the actual project evidence.

Checklist languages and scope

The two-page QIP checklist has Khmer and English pages and no stated original publication date. The pages are not identical, particularly for corporate shareholders and an ordinary company’s conversion to QIP. Confirm applicable attachments with CDC or the relevant MPIS. A preparation checklist is not an approval or a guarantee of acceptance.
