Investment questions answered
Practical answers and direct links for regions, registration, QIP, file languages and editions.
Where can I explore the four provinces?
Explore sector settings, facilities and assessment questions by province: Preah Sihanouk · Koh Kong · Kampot · Kep
Where do I start business registration?
Start with the business-registration guide and then the government registration portal and user guides; sign in using CamDigiKey and confirm documents and fees for the enterprise and service. Portal support: +855 81 888 296.
Are business registration and QIP the same?
No. QIP is investment-project status; confirm the receiving channel and documents with CDC or the relevant MPIS. See the QIP application and field-preparation guide and use MPSEZ enquiries.
Why does QIP with Chinese return no files?
Page language and file language differ. The supplied QIP forms are Khmer or English, and the checklist is bilingual. A Chinese description does not create a Chinese original. Choose the Khmer form / English form / checklist.
Is the 2023 handbook still useful?
It remains useful for the investment environment and institutional framework of that period; age alone does not invalidate every page. Recheck forms, receiving authorities, fees, incentives and current policy before applying.
Is an export date an official edition?
No. A Google-document export date identifies the copy, not an official new edition. Confirm the forms and checklist with the receiving office, and do not put an export date into fields asking for an official decree number or date.
Is the investment-law briefing the full law?
No. The supplied file is a 12-page introductory briefing. An application needs the applicable law, implementing instruments and receiving requirements; the law’s promulgation date is not necessarily this PDF’s publication date.
Where can I check petroleum permissions?
Identify whether the activity is processing, storage, trading or a filling station. The Ministry of Mines and Energy provides downstream certificates, licences and application procedures; also see our energy and petrochemicals page.
