The plan brings together international trade and logistics, multimodal transport, industry, technological innovation and coastal tourism. A green, culturally diverse and smart city is also part of the vision, linking investment to public services and living conditions. Aspirations such as an international financial centre do not establish operating permission for a particular business.
Near-term and longer-term tasks
The 2025–2030 phase emphasises regional trade, logistics, tourism, upgrading existing urban areas and developing new ones. The 2030–2040 phase focuses on higher-technology manufacturing, higher-end services and wider gateway functions. Evaluate present site conditions separately from longer-term industrial ambitions.
