Cambodia Coastal Master Plan: four-province development
Coordinating industry, infrastructure, transport and environmental sustainability across the four coastal provinces.
The Cambodia Coastal Master Plan is a 15-year development plan covering Preah Sihanouk, Koh Kong, Kampot and Kep. It aims to build a multi-purpose special economic zone and a comprehensive economic corridor.
The plan connects each province’s resources and industries through coordinated industrial systems, infrastructure and transport networks, alongside green economic development and coastal tourism.
Five development themes
The coastal master plan covers industry and tourism, transport, municipal infrastructure, social infrastructure and ecology. The regional approach connects these themes: production needs transport and energy, tourism depends on public spaces and services, and urban development requires environmental management and living facilities.
How the provinces complement one another
Preah Sihanouk’s gateway and processing links, Koh Kong’s border and ecological setting, Kampot’s agricultural, industrial and cultural assets, and Kep’s coastal, wellness and specialty products form complementary roles. Businesses can assess sourcing, processing, storage and sales locations along a value chain rather than assuming every activity belongs in one province.
Interpreting long-term objectives
The plan sets a regional vision toward 2040, with green development, connectivity and liveability among its long-term themes. Targets are not current statistics or completion commitments for every project. Individual projects require a separate review of the responsible entity, approvals, phase and information date.
