Summary

Reuters reported on October 21 that the first cargo would carry 40,000 tonnes; Trump’s initial supply plan was 300,000 tonnes, about 2.25 million barrels, for U.S. and global markets.

Reuters reported on October 21, 2026, that Russian Deputy Prime Minister Alexander Novak said Russia was preparing a tanker carrying 40,000 tonnes of diesel to the United States. The shipping paperwork was nearing completion.
The report described the planned first cargo as part of a new diesel supply arrangement announced by the two countries’ leaders.
Citing U.S. President Donald Trump’s earlier announcement, Reuters put the initial supply plan at 300,000 tonnes, about 2.25 million barrels, for U.S. and global markets. A further 500,000 tonnes was planned for November, followed by another one million tonnes.

On October 9, 2026, the U.S. Treasury’s Office of Foreign Assets Control (OFAC) issued General License 135, conditionally authorizing specified Russian-diesel transactions and imports into the United States for a limited period. The license’s restrictions and exceptions remain applicable.
The report also quoted Russian President Vladimir Putin as saying Russia could supply large quantities of agricultural fertilizer to the United States. By: Rithy
