A Chinese man was recently kidnapped in Cambodia's Preah Sihanouk province. After receiving a report, Cambodian police launched an investigation and rescued the victim during an operation in Kandal province in the early hours of October 21, arresting four Chinese suspects.
According to the police investigation, the victim, a 43-year-old Chinese citizen identified as 陈志斌 (a Chinese phonetic rendering of Chen ZHIBIN), was kidnapped by unidentified people in Village 3, Sangkat 2, Preah Sihanouk city, on October 19. The Criminal Police Department of Cambodia's General Commissariat of National Police investigated jointly with police in Preah Sihanouk and Kandal provinces.

After gathering evidence, police identified the suspects and their hiding place. At 3 a.m. on October 21, officers arrested four Chinese men, named 黄迁, 黄辉, 黄海 and 罗敏, aged between 31 and 38.

During the operation, police rescued Chen ZHIBIN and confirmed that his identity matched the information in the original report. The four suspects were then transferred to Preah Sihanouk police for further legal proceedings and referral to the judicial authorities.
The case remains under investigation. No further findings have been announced on the motive, whether a ransom demand was involved, or the specific roles of the four suspects. Further police investigation is expected to clarify the circumstances.
