In 2025, Cambodia approved a total of 630 investment projects with agreed investment of approximately US$10 billion, expected to create more than 430,000 jobs. Compared with 2024, the number of projects and investment value rose by 52% and 45%, respectively. The report described this as evidence of continued improvement in Cambodia’s investment environment and growing economic appeal, setting a new record in recent years for attracting foreign investment.
Among foreign investment sources, China remained Cambodia’s largest, accounting for more than 54% of the year’s total investment. Other important foreign sources included Singapore and Vietnam. Projects were concentrated in manufacturing, agriculture and agricultural processing, infrastructure and tourism, helping industrial upgrading, job creation and coordinated regional development.

Geographically, projects were concentrated mainly in Phnom Penh, the key coastal development area of Sihanoukville, and Svay Rieng on the Vietnamese border, reflecting close alignment between investment locations and national development priorities. The Council for the Development of Cambodia said growth in investment scale and project numbers reflected international capital’s confidence in Cambodia’s economic stability and policy continuity. The government would continue improving the investment environment to attract more high-quality projects and promote sustainable economic development.
