Summary

A single-window meeting reviewed an application for the proposed 455-hectare Shanghai SEZ in Kampong Speu; the project remains under assessment and guidance.

Recently, Chea Vuthy, secretary-general of the Cambodian Investment Board of the Council for the Development of Cambodia, chaired a special single-window meeting for 2026 to review an investment application to establish a large special economic zone in Phnom Sruoch district, Kampong Speu province. Provisionally named the Shanghai Special Economic Zone, the project covers a planned area of approximately 455 hectares and is currently undergoing concentrated review and guidance.

Through inter-agency coordination, the meeting systematically assessed the project’s construction feasibility, planning compliance and overall economic benefits. Relevant parties said this reflected the Cambodian government’s policy of continuing to improve approval procedures, strengthen one-stop services and attract high-quality foreign investment, with the aim of developing key areas and enhancing Cambodia’s competitiveness in regional manufacturing and supply chains.

The proposed Shanghai SEZ occupies a strategic location in Kampong Speu with good transport links and is expected to become an important logistics and manufacturing hub connecting Phnom Penh and Sihanoukville Port. Industry observers generally believe that, once completed, the project will generate substantial industrial clustering, attract a range of industries, boost employment and industrial upgrading, and potentially become another flagship platform for attracting international capital, particularly high-quality Chinese production capacity, to Cambodia.
