The National Social Security Fund opened its 2025 annual review meeting at its headquarters on February 23, chaired by Labour and Vocational Training Minister Heng Sour, who also chairs the fund's governing board. The meeting reviewed results and discussed future directions.
Heng Sour said membership had grown from fewer than 500,000 to more than 3.5 million by 2025, including nearly two million women, with almost 30,000 ministries, institutions and enterprises registered. Health services were used more than eight million times; this is a count of service uses, not distinct individuals.
The report described how the fund continued to expand protection as it worked towards universal health coverage. Its partner network comprised 1,617 health facilities: 1,442 public and 175 private facilities.
The fund is developing digital services, supporting online and bank contribution payments and linking health, occupational-risk and pension protection through one social security card to provide greater security for mothers, infants, workers and older people.
Heng Sour concluded by calling on participants to discuss the past year’s results, identify challenges and propose new solutions to expand coverage and ensure the fund’s future sustainability. By Lay Kol.
