Summary

The March 11 workshop addressed local planning and monitoring of the ICPD Programme of Action, emphasising health, family planning, demographic change and protection for vulnerable groups.

Preah Sihanouk: Implementing the 2024–2030 strategic framework and monitoring the International Conference on Population and Development Programme of Action would help identify people needing protection and assistance and improve local quality of life, Deputy Governor Long Dimanche said. He spoke at a workshop on Cambodia’s 2024–2030 framework and ICPD follow-up held at Chhne Thmei Hotel in Sihanoukville on March 11, 2026.

Planning Ministry Secretary of State Poch Bunnak, permanent vice-chair of the special committee following up the ICPD Programme of Action, attended with other committee members.

Long Dimanche said the workshop demonstrated the attention and efforts of Planning Ministry leaders, the population and development general secretariat and the special follow-up committee to strengthen the capacity of subnational implementing officials.

He said rapid economic growth also brought social challenges, including health-service needs for mothers, infants, children, workers and young people. Human-resource development was investment in the most valuable asset—people. Healthy people who understood family planning and were protected against violence would be a vital force in developing Preah Sihanouk into an internationally significant economic gateway.

Poch Bunnak said the workshop had two main objectives:

1. To introduce programme planning for implementing Cambodia’s 2024–2030 strategic framework in Preah Sihanouk.
2. To strengthen the provincial population and development committee’s capacity to monitor and implement the ICPD Programme of Action.

The workshop gave the provincial committee guidance on implementation and ICPD follow-up, particularly on action planning to monitor subnational implementation.

The secretary of state said the discussion helped identify suitable approaches to accelerate subnational implementation and ensure commitments addressed demographic transition, migration, urbanisation, education, health, the economy and employment, gender, adolescence and ageing.
