Phnom Penh: Twenty international journalists from prominent global news organisations reported and photographed an operation against technology-based fraud at a location in Phnom Penh on March 10, 2026.
They represented organisations including the Associated Press, Agence France-Presse, Reuters, Phoenix Satellite TV, Japan’s Nippon Media and the European Pressphoto Agency, attending the suspected scam site to cover Cambodian authorities’ operation.
The site was on the thirtieth floor of Golden One condominium, building number 41 on Street 360, Tuol Svay Prey 1, Boeung Keng Kang district, Phnom Penh. A source at the secretariat of the ad hoc anti-technology-scam commission said officers had investigated the site for some time, suspecting scam activities had begun in mid-January 2026.
Following their investigation, specialist officers raided the location on the night of March 10, 2026, detaining sixty-five Chinese and Cambodian suspects, including twenty-seven women. Officers seized eighty-nine all-in-one computers, one monitor, one CPU and 384 mobile phones, which they said were used in scam activities.
The operation was directed by Phnom Penh Governor Khuong Sreng and municipal police commissioner Lieutenant General Chhuon Narin, with specialist city police and Boeung Keng Kang authorities participating. Seng Heang, deputy prosecutor at the Phnom Penh Municipal Court prosecutor’s office, coordinated legal procedures.
Police preliminarily concluded that suspects used a Cambodian location to target other countries through fake investment projects and online romance scams.
The suspects and all evidence were handed to specialist authorities for further legal procedures and an expanded investigation into associated ringleaders.
From January to March 10, 2026, Phnom Penh’s unified command had conducted sixty-five anti-scam operations and detained 887 suspects, including 233 women, the report said. The total included 556 foreigners from sixteen nationalities.
Prime Minister Hun Manet reaffirmed his determination to eradicate online scams from Cambodia by April 2026, saying the country was not a place for technology criminals or transnational crime. Anyone involved would face strict legal measures without exception. Written by KPS99TV
