Summary

Keo Remy met Vladanka Andreeva on March 12 and raised allegations about Thai conduct; the coordinator expressed concern about the conflict’s impact.

On March 12, Senior Minister Keo Remy, president of the Cambodian Human Rights Committee, briefed Vladanka Andreeva, UN Resident Coordinator in Cambodia, on the Cambodia–Thailand border situation. He alleged discrimination and violence against Cambodian workers, sexual violence by Thai soldiers against female Cambodian workers, and the use of high-decibel sounds and other noise affecting border residents’ psychological well-being.

Keo Remy also alleged indiscriminate Thai military attacks using heavy weapons, cluster munitions, toxic smoke and F-16, Gripen and T-50 aircraft, damaging private and public property, including the World Heritage site of Preah Vihear Temple. He further alleged theft of Cambodian residents’ property by Thai troops.

He said Thai forces were trying to create a fait accompli by deploying barbed wire and containers, bulldozing homes and building new infrastructure in areas he described as occupied, leaving approximately 40,000 people unable to return home safely. Keo Remy said these actions had serious implications under international law, particularly human-rights and international humanitarian law.

The report quoted the UN coordinator as expressing concern about the impact of the 2025 border conflict on migrant workers and border residents. She said conflict always seriously affects people’s lives and social development, stressing that peace must be preserved and international law respected.
