Summary

The foreign ministry alleges continuing construction at multiple border locations and sets out Cambodia’s sovereignty and treaty position.

Cambodia lodged another formal protest, alleging continued incursions and unlawful occupation by Thai armed forces through the construction of roads and permanent structures in areas Cambodia claims as its territory after the December 27, 2025 ceasefire.

In its press release, Cambodia’s Foreign Ministry said Thai forces used heavy machinery to excavate land and add a concrete bunker southeast of Ta Moan Thom temple in Oddar Meanchey. It also alleged clearing, road building and permanent structures, including Buddha statues, at Mom Bei, An Ses, Ta Thav, Ta Sim and Chak Chreng in Preah Vihear; and around Hill 469 and Thma Doun village, Banteay Ampil district, Oddar Meanchey, west of the Damnak Sdach area.

The ministry reported similar activities near An Ses international border gate, Ou Phka Sneh, Hill 677, Hill 500, Daun Tun temple, Hill 505, Hill 333 and the Ta Thav checkpoint area. It also said Thai forces, assisted by Thai monks, built Buddha statues at Ta Thav and Phnom Troap in Preah Vihear, and Ou Smach and Khnar temple in Oddar Meanchey.

The ministry maintains that these locations lie wholly within Cambodian sovereignty under the 1:200,000 maps of the Indochina–Siam Boundary Delimitation Commission and the Franco-Siamese convention and treaty. It regards the roads and permanent structures as violations of Cambodia’s sovereignty and territorial integrity.
