On March 25, the Phnom Penh Unified Command organised inspections at four locations in Chbar Ampov district, checking 22 houses. Officers found 57 foreign residents, including 14 women, from six countries: China, Vietnam, Russia, Myanmar, South Korea and Pakistan.
At one house suspected of housing illegal operations, officers detained 17 male suspects: 16 Chinese nationals, 13 of whom had no passports, and one Vietnamese national.

Officers seized equipment allegedly used for telecommunications fraud: 27 phones, two laptops, one desktop system unit and one monitor. The site was temporarily sealed. All suspects and related evidence were transferred to Phnom Penh police for further questioning and case preparation for referral to court.
