Summary

The March 31 agreement described in the report covers research facilities, laboratory upgrades, DNA and toxicology training, digital forensics and equipment.

On March 31, Cambodia’s Interior Ministry and the Korea International Cooperation Agency signed a cooperation agreement to launch a project to strengthen criminal investigation and forensic science capacity in Cambodia, with a total budget of US$13.5 million. Deputy Prime Minister and Interior Minister Sar Sokha and KOICA Cambodia Office Country Director Choi Moon Jung signed the document, witnessed by Korean Ambassador to Cambodia Kim Chang Yong.

Through Korean official development assistance, the project would support law-enforcement modernisation, including an advanced research centre at the Police Academy of Cambodia and upgrades to the National Police’s crime-scene investigation and digital forensics laboratories. Korean specialists would also provide training in DNA analysis, toxicology and digital evidence examination, alongside advanced investigation equipment.

The Korean side said the project was intended to help Cambodia address increasingly complex crimes, including cross-border telecom fraud, and lay a foundation for deeper security cooperation ahead of the 30th anniversary of diplomatic relations in 2027.
