Kandal: Governor Kouch Chamroeun again urged residents to exercise particular care when renting buildings, houses and other accommodation to foreign nationals. Relevant documents should be checked and proper contracts completed before a rental to avoid risks and penalties under the law.
He gave the advice at an April 1, 2026 ceremony to distribute 4,682 property ownership certificates to residents of nine villages in Sampov Poun commune, Sampov Poun city, Kandal province. He also explained online-scam risks and called on residents to cooperate with the authorities.
He urged residents to pay particular attention to group accommodation rentals or the installation of high-capacity internet systems that could raise suspicion. Any unusual signs should be reported promptly to the authorities so that checks and enforcement action could be taken in time.
Kouch Chamroeun also called on landowners in nine villages of Prek Chrey and Sampov Poun communes to collect their formal land titles directly from the one-window service office at Sampov Poun City Hall, without having to pursue paperwork elsewhere.
He said officials at the one-window service coordinated all documents for residents free of charge, while residents remained responsible for paying taxes required by state law.
He further instructed land administration officials to ensure that titles reached all rightful owners, rather than passing documents back to residents and requiring them to handle the process themselves. Residents could report irregular conduct directly so that it could be addressed promptly. Written by KPS99TV
