On April 22, at about 6 pm, senior Chinese and Cambodian foreign-affairs and defence officials held their first “2+2” strategic dialogue in Phnom Penh, formally launching the high-level communication mechanism. Chinese Foreign Minister Wang Yi and Defence Minister Dong Jun co-chaired the meeting with Cambodian Deputy Prime Minister and Foreign Minister Prak Sokhonn and Deputy Prime Minister and Defence Minister Tea Seiha.
The “2+2” mechanism aims to make high-level strategic communication more institutionalised and regular, and to strengthen coordination on political trust, security cooperation and the comprehensive strategic partnership. It is also viewed as a platform for closer communication on major regional and international issues.
The mechanism traces its origins to consensus reached in 2025 during President Xi Jinping’s state visit to Cambodia in April. Its launch is seen as a new step in high-level strategic dialogue and security cooperation between the countries.
