Cambodia’s Acting Head of State and Senate President Hun Sen visited Kampong Cham province on April 25 and met officials from different levels of local administration. The report viewed the visit as an effort to understand local conditions and press grassroots officials to fulfil their responsibilities.
Hun Sen called on local officials to take responsibility for their jurisdictions and remove online scam operations. He also urged stronger action against youth gangs, illegal gambling and drugs to prevent crime and public-security problems from taking root locally.
The report argued that Hun Sen had previously spoken relatively rarely about the online sector and viewed his direct call for action against fraud as a significant signal of continuity in crime-fighting policy after the leadership transition. It also linked his local-level directions with four working groups established by Prime Minister Hun Manet, interpreting them as a sign of stronger anti-fraud efforts from central to local government.
