A cassava processing plant project developed by Guanshen Shengda Agriculture Industry Co., Ltd., with a total investment budget of approximately US$20 million, aims to strengthen domestic processing capacity, support farmers and promote export growth.
The project broke ground in Kampong Speu province on April 27, 2026, as part of efforts to add value to Cambodia’s cassava sector and expand agro-industry.
Speaking at the ceremony, Son Senghout, Secretary of State at the Ministry of Industry, Science, Technology and Innovation, said the cassava sector was shifting from raw-commodity exports towards domestic processing to capture higher value.
He said Cambodia had produced around 13.89 million tonnes of cassava in 2023 and that the sector continued to attract major private investment consistent with the government’s agro-industrial development aims.
The report said Cambodia then had 16 operating cassava processing factories, nine more than the seven in 2020. It also described four Cambodian standards for the industry: CS056:2007 for tapioca flour, CS058:2008 for tapioca starch, CS328:2014 for sweet cassava and CS516:2014 for controlling hydrocyanic acid (HCN), addressing product-quality and market requirements. The report links the latter to the Codex code of practice for reducing HCN in cassava and cassava products; that international code is formally numbered CXC 73-2013.
After completion and commissioning, the plant is expected to generate annual sales of approximately US$90 million, with planned yearly capacity of 100,000 tonnes of refined cassava starch, 100,000 tonnes of dried cassava chips and 30,000 tonnes of feed-grade residue.
