Cambodian Prime Minister Hun Manet said on May 1 that Sihanoukville Autonomous Port’s annual container-handling capacity had increased from 550,000 to 1.3 million twenty-foot equivalent units (TEUs) over the preceding two-plus years. Separately, he said cargo volumes through the port had grown from year to year and praised efforts to improve operating efficiency and service quality.
He outlined four priorities for continued cooperation with the Japan International Cooperation Agency (JICA): advancing phases two and three of the new deep-water container terminal project according to plan; studying a master plan to develop the port into a regional port and logistics hub; strengthening links with Cambodia’s inland transport network; and modernising the port through digitalisation into an E-Port. These remain directions for further construction and reform.
Hun Manet also called for continued institutional reform and human-capital development to improve labour productivity, service quality and operating efficiency. He said human-resource needs, in both quantity and quality, should be assessed against actual workloads, with clearer roles and job descriptions, performance evaluation, management policies and human-resource information systems, alongside improvements to functional and working structures.
