On the morning of May 2, a joint enforcement team conducted an administrative inspection of buildings A, B and C at Sky Villa in Phnom Penh. The account of the operation said it followed instructions from Phnom Penh mayor Khuong Sreng, with several deputy mayors leading the team and a Phnom Penh court prosecutor coordinating it.
The inspection was intended to address public concerns and identify potential problems. The report said the 35-storey building housed 321 residents of Chinese and other nationalities.
Officers said they found no large-scale online fraud activity during the inspection. They nevertheless arrested three Chinese men on suspicion of destroying documents and evidence during the search.
The team also found four foreigners without documentation or with expired visas and seized some computers and phones to assist the investigation. Those concerned were referred to the Phnom Penh technology crime unit for further action.
The report presents the joint inspection as an effort to identify safety risks, deter unlawful activity and protect lawful residents.
The article argues that legal action against obstruction of enforcement and destruction of evidence can help protect public order and residents’ safety.
