Summary

The report says residents and business operators attended a 6 May briefing and question-and-answer session on the 24-article law. Life imprisonment applies only in the specific serious circumstances set out in the law.

According to the report, dozens of residents, including vendors, traders and owners of hotels, guesthouses, rental properties, condominiums and housing developments, attended a Preah Sihanouk provincial briefing on the law against technology-enabled fraud, or online scams, on the afternoon of 6 May 2026.

The briefing was chaired by Preah Sihanouk Governor Mang Sineth, with ពេជ្រ វិជ្ជាធរ, Deputy President of the Provincial Court of First Instance, លាវ ស្រេង, Prosecutor attached to that court, and other officials attending.

Residents and business operators asked questions, which legal specialists including the deputy court president and prosecutor helped explain. The governor said the meeting aimed to strengthen cooperation among territorial authorities, forces at all levels and relevant institutions to combat technology-enabled fraud more effectively.

On 6 April 2026, Hun Sen, acting Head of State of Cambodia, signed the Royal Kram promulgating the law against technology-enabled fraud. The law contains 24 articles and provides penalties for relevant offences. Under Article 6, organising or directing a scam centre that causes a victim’s death is punishable by 15 to 30 years’ imprisonment or life imprisonment.

The report recalls the government’s earlier target of eliminating online-scam offences in Cambodia by April 2026. It also recounts Justice Minister Koeut Rith’s remarks on 3 April that the crackdown was not a political display but a firm government commitment to improve action against this serious crime.
