According to the report, Cambodia’s General Department of Identification worked with capital and provincial administrations to accelerate identity-document services for more than 1.2 million Cambodian citizens during the first four months of 2026, including approximately 150,000 who had recently returned from Thailand.
The report said the work followed Interior Ministry Instruction No. 050, dated August 27, 2025, on accelerating identity-confirmation documents for Cambodian returnees from Thailand and citizens lacking sufficient documents, and Decision No. 13200, dated November 20, 2025, establishing a working group to lead, support, monitor and promote the issuance of Cambodian national ID cards and other identity documents.
The department said the accelerated services reflected the government’s and Interior Ministry’s attention to citizens’ rights, lawful identity status and access to public services.
The report separately listed 165,169 Cambodian returnees from Thailand receiving birth registration, including 78,084 females, and 152,693 receiving residence registration, including 67,559 females.
It reported national ID card services for 1,290,369 Cambodian citizens, including approximately 150,000 who had returned from Thailand.
A further 132 persons, including 49 females, could not be identified and were refused registration.
The department called on citizens lacking sufficient identity documents or experiencing documentation problems to request assistance at commune or sangkat administrative police posts, city, district or khan police inspectorates, or capital and provincial police commissariats, for convenient, prompt and transparent services.
