According to the original report, the Preah Sihanouk provincial road traffic police and anti-drug police jointly enforced the road traffic law, carrying out alcohol and drug screening of heavy-vehicle drivers.
The report said the operation followed guidance from national police commissioner ស ថេត, Preah Sihanouk governor Mang Sineth, and deputy national police commissioner and provincial police chief ស រដ្ឋា. On May 15, 2026, Lieutenant Colonel នី ចាន់ណារ៉ា, head of the road traffic police office, led traffic officers working with anti-drug police at kilometre markers 220–221 on National Road 4 in Sangkat 1, Sihanoukville. The report gave no number of drivers tested or test results.
