Summary

A May 18 meeting discussed land use and tender preparations for a proposed PPP parking project near Phsar Leu Market. The 12-storey proposal was estimated at US$12 million; parking charges and procurement dates remained preliminary.

On the morning of May 18, Preah Sihanouk Governor Mang Sineth chaired a meeting on preparations for the Sihanoukville Smart Parking Project, including land use and revisions to tender documents. The original report named Cambodia Post Director General Then Samvisoth among those attending, alongside representatives of the Ministry of Public Works and Transport, the Ministry of Economy and Finance and other bodies.

According to Deputy Governor Em Pheap's project presentation, the proposed pilot would be developed through a public-private partnership, or PPP, on approximately 3,700 square metres in front of Phsar Leu Market. The site would incorporate parts of land used by the provincial postal and telecommunications department and the public works and transport department. The project aims to address parking shortages and improve traffic order around the market.

The proposal presented at the time envisaged a 12-storey mixed-use building, an estimated investment of US$12 million and a three-year construction period. Planned parking capacity was approximately 246 cars, 752 motorcycles, 30 three-wheelers and four buses. AKP's same-day report described a mixed-use project incorporating conventional parking and commercial space.

Phsar Leu Market is an important place for residents' daily shopping and local businesses. Adding parking space and organising vehicle parking were intended to improve traffic conditions and travel safety nearby.

Consultant CRISIL Limited was involved in project preparation, covering feasibility work and procurement preparations to select a private partner. The consultant's preliminary fee proposal described in the original report was 2,000 riel for a car parked for up to two hours, reported as approximately US$0.50, followed by an additional 1,000 riel for each extra hour. Motorcycles and three-wheelers would pay 1,000 riel per visit, reported as about US$0.25. These were proposed charges under discussion at the time, not fees already in force.

The original report said the tender notice was expected in July 2026, with the tender process expected to finish in February 2027. That was the anticipated procurement timetable, not a completion date for the parking building. Implementation and charges would remain subject to subsequent formal decisions.
