The Koh Kong Win-Win Policy Memorial was officially inaugurated on the morning of May 30, 2026, after six years of construction.
Deputy Prime Minister and Minister of National Defence General Tea Seiha presided over the ceremony. The report said more than 6,300 Cambodian and international guests, government officials, members of the armed forces, residents and students attended.
The report says the memorial was built to communicate the principles of the Win-Win Policy initiated by Hun Sen, Cambodia’s Acting Head of State at the time, through architecture, artistic presentation and historical reliefs. It is also intended to help the public understand the value of peace associated with the policy, described in the report as a 28-year period from 1998 to 2026.
According to the report, construction took six years on a 216-hectare site in Boeng Khun Chhang village, Smach Mean Chey sangkat, Khemarakphumint city, Koh Kong province. The monument is 47 metres high and described as measuring 66 metres on each of its four sides, with figures of lions, naga, three-headed elephants, garuda and three-headed swans below. The report says construction was funded by benefactors and did not use the national budget.
Activities held alongside the opening included a parade by the Cambodian motor-sport federation, vehicle exhibitions and demonstrations, a trade fair, arts and music performances, mass dances, and friendly national and international Kun Khmer bouts.
