Summary

The report says investment-committee secretary-general Chea Vuthy met outgoing Chinese embassy minister-counsellor Zhong Jie and incoming minister-counsellor Xue Dong on June 8. He proposed a green agro-industrial processing zone and upstream GFT investment, and discussed preparations for two cooperation meetings planned in China in 2026.

On June 8 in Phnom Penh, Cambodia’s investment-committee secretary-general Chea Vuthy met the outgoing and incoming minister-counsellors of the Chinese embassy, bidding farewell to Zhong Jie and welcoming Xue Dong.

Chea Vuthy praised Zhong Jie’s contributions to encouraging Chinese investment in Cambodia and deepening bilateral cooperation, and expressed hope that close work with Xue Dong would further advance investment ties.

He proposed two areas of cooperation. First was a Cambodia–China green agro-industrial processing zone focused on cashews, rubber and plantation timber, seeking investment across the chain from raw materials to processing. Second, he suggested Chinese assistance in attracting upstream suppliers for garments, footwear and travel goods (GFT) to invest in Cambodia.

These proposals aimed to fill local supply-chain gaps, strengthen manufacturing foundations and improve industrial resilience.

Incoming minister-counsellor Xue Dong responded positively, saying he would carefully study the proposals and work within his responsibilities to help turn the ideas into practical cooperation.

The parties also discussed preparations for the fifth meeting of the Sihanoukville Special Economic Zone coordinating committee and the second Cambodia–China investment and economic cooperation working-group meeting, planned in China in 2026. The report presents this as pointing towards further substantive investment and economic cooperation.
