Summary

Speaking in Siem Reap on June 10, Hun Sen gave his account of the border conflict, cited a Thai army statement and argued about who fired first, saying military force was not Cambodia’s choice.

Cambodia’s acting head of state Hun Sen said no one internationally now believed that “Cambodia invaded Thailand”. He said a smaller party could not knock down a larger one, and cited a Thai army statement claiming that Cambodians had lived for 30–40 years on land it described as Thai, prompting Thailand to use force to take it back. Hun Sen argued that in the July 2025 fighting, the party seeking to seize the territory was the one that fired first. He used a hypothetical comparison: if we wanted to seize a cake back and fired first, we would be in the wrong. He therefore said a solution through military force was not Cambodia’s choice. According to the report, he spoke in Siem Reap on the morning of June 10 during a gathering with provincial, municipal, district, commune and sangkat councils and departmental and unit leaders from Siem Reap and Oddar Meanchey.
