On June 11, Phnom Penh police continued a special inspection campaign, checking 89 apartments, residential developments, guesthouses and hotels across the city where foreign nationals were concentrated.
Of the 520 foreign nationals checked, officers identified three people described as unlawfully staying without valid passports or relevant travel documents.
Beyond identity checks, officers raided three alleged telecommunications and online-fraud locations in residential areas, arresting a total of 24 foreign suspects.
Among them, officers raided two homes in the New World residential development and arrested a total of 14 Bangladeshi suspects, including the three people without passports mentioned above. They seized suspected tools used in the offences and some drug-use paraphernalia, then raided Chamkar Mon district's De Castle Royal apartment building, where they arrested ten Vietnamese nationals suspected of online fraud and seized related items.
The Phnom Penh Municipal Police said eight owners or managers at three premises had received administrative penalties for violating rules governing collective accommodation. The fines totalled 32 million riel, approximately US$8,000.
Police issued a reminder that, under the rules on security management of collective residential premises, from January 2026 owners or managers who deliberately concealed or harboured foreigners who had entered illegally would face a fine of 4 million riel, approximately US$1,000, for each person harboured. Serious cases could also incur criminal liability.
