Cambodian Prime Minister Hun Manet said the Royal Government will continue tax incentives for domestically produced cement for another two years, through the end of 2028. The government has provided this support for many years as a cost borne by the state.
He made the statement while receiving Vinh Hour, chairman of the board of the Cambodia Cement Industry Association, and an association delegation for working discussions at the Peace Palace on the morning of June 23, 2026.
The chairman briefed Hun Manet on the association’s work and business operations, saying member companies have invested and are investing a combined approximately $1.2 billion, have total cement production capacity of about 12 million tonnes a year and employ 2,119 staff and workers, including 1,900 Cambodians, or 90%.
The chairman added that association members supply 8–9 million tonnes of cement to the domestic market annually and use about 85% domestic raw materials in the cement production chain, helping maintain competitiveness. Beyond business operations, the association also contributes to community development through humanitarian and social activities, including building and repairing infrastructure, schools and health centers, and installing public street lighting.
In response, Hun Manet said successful business operations by the association help ensure cement supplies to the domestic market. He outlined the Royal Government’s necessary policies and mechanisms to support the success of domestic and foreign companies investing in Cambodia.
Hun Manet stressed that the success of existing companies in Cambodia is the most effective promotion for attracting additional investment. He advised the association and private companies, factories and enterprises that producers must place strong emphasis on good quality at reasonable prices to remain competitive and win consumer support.
He also encouraged the Cambodia Cement Industry Association to continue reviewing and strengthening production chains to better serve domestic market supply.
Hun Manet reiterated that the Royal Government will continue to assist and support the success of the private sector, describing it as an important government partner in Cambodia’s socioeconomic development. He also praised domestic and foreign investment companies for their confidence and continued expansion of investment in Cambodia.
